Introduction to the PCMM

The People Capability Maturity Model (PCMM) is a framework for improving an organization's ability to manage and develop its human capital. PCMM Maturity Levels

The PCMM defines five maturity levels, representing a progression toward increasingly sophisticated workforce practices:

1. Initial (Level 1)

Workforce practices are ad hoc and inconsistent. There are no defined processes. While some practices might exist, they aren't consistently applied.

2. Managed (Level 2)

Basic people management practices are established (staffing, performance management, compensation). The organization focuses on meeting individual work commitments.

3. Defined (Level 3)

The organization develops a defined set of workforce competencies aligned with its business strategy. These competencies become key enablers of business success.

4. Predictable (Level 4)

The organization effectively utilizes its workforce competencies to achieve predictable levels of performance. The organization can quantitatively measure and predict its workforce capacity.

5. Optimizing (Level 5)

The organization focuses on continuous improvement across all aspects of its workforce (individual performance, team effectiveness, processes, practices).
